THE TANKER OPERATIONS COURSE
This course is for anyone wishing to get an excellent practical
review of tanker operations without being loaded down with excessive technical
detail. It details tanker types,
design and construction and all aspects of operations, such as types of cargoes
carried, processes of loading/discharging, ballasting and tank cleaning, and
bunkers used. The relative laws, regulations, and regulatory bodies and
industry organizations are discussed, such as IMO, Flag/Port State, ISM, STCW,
ISCGOTT, MARPOL, SOLAS, OCIMF, OPA 90, ISPS, etc. The basics of charter parties,
Worldscale and vessel performance will also be reviewed.
THE ADVANCED TANKER OPERATIONS COURSE
This program addresses some of the
serious, often complex issues facing the industry today and details practical
areas of ship operations. Among the topics covered are the politics of industry
regulations and oil spills, operational liabilities, contingency plans, ships
business, vessel vetting, and ranking flag states and class societies. Specifics
of vessel performance, charter party operational clauses, tank cleaning
procedures, crew selection and training, new alternative vessel / hull designs,
and training requirements are also discussed as are the provisions and
application of the new ISPS code. The program is designed to expose the
participants to solid operating principles they can use in making management
decisions. A mock arbitration involving an actual tanker operational claim will
be conducted on the last day of the program.
CHARTER PARTIES, LAYTIME, AND
DEMURRAGE
Reviews most Charter Parties and
special clauses commonly used by the industry today. Differences between each are examined
as to which benefits charterer or shipowner most. Concepts of laytime and demurrage are
discussed fully as are vessel freight rates, Worldscale, INCOTERMS, arbitration,
litigation, COGSA, vessel vetting and performance. A mock arbitration of an actual
demurrage claim is held on the last day of the program using principles presented during
the session.
ADVANCED CHARTER PARTIES, LAYTIME AND DEMURRAGE
This actual case-based program will benefit anyone familiar with the fundamentals of contracts and demurrage wanting to take a more comprehensive look at the key charter parties and clauses, actual case studies, rulings and awards, arbitration rules and legal perspectives of this ever challenging area.
MANAGING
DEMURRAGE AND RE-BILLABLES
Details ways to manage demurrage and the many times overlooked re-billable items arising from charter parties and/or similar contracts. Reviews ways to minimize demurrage and detention costs, yet assure all parties are paid/reimbursed for any costs that they have legitimately incurred and are owed. Charterers, owners, operators, attorneys, terminal personnel and anyone wishing to learn more about this topic will benefit from this course.
ADVANCED COURSE PETROLEUM LOSS CONTROL,
CLAIMS AND RECOVERY
Reviews the various technologies,
methods and techniques currently available to prevent oil losses, minimize exposure to
loss and identify and recover those that do occur. Details loss analysis of various cases
and shows how to best find and use the data needed to determine where an oil loss occurred
and then allocate responsibility for it. A mock arbitration of an actual cargo claim will
be conducted using principles discussed during the session.
INSPECTION / SURVEY OF MARINE PETROLEUM CARGOES
REVIEW AND CERTIFICATION PROGRAM
Provides a concise and practical review of cargo and bunker inspection, measurement, loss control, operations and safety, as well as the opportunity for qualified individuals to be certified in the area of Inspection / Survey of Marine Petroleum Cargoes or Bunkers.
ANATOMY OF THE PETROLEUM INDUSTRY
This
program follows a barrel of oil from its origins in the ground to its ultimate
consumer use and shows how it gets to where it's going and how it is made into
the product it ends up being. In doing so, participants are walked through the
areas of land acquisition, exploration, production, transportation, storage,
refining, and marketing of this fascinating, multifaceted industry.
Whether you are just entering the industry or an "old hand"
wishing to fill in your "knowledge gaps" this course is for you.
CHEMICAL TANKER
& LIQUEFIED GAS CARGO OPERATIONS
Describes the general characteristics and hazards of chemicals carried on
ships and barges. Details such
topics as the design and operation of chemical tank vessels, and the safe
handling and carriage of chemicals, including cargo loading and discharging, the
practical applications of existing procedures and practices, vessel vetting,
chartering, IBC Code, and cargo measurement.
Also details the characteristics and specific hazards of the refrigerated
and pressurized cargoes commonly carried onboard marine tank vessels. The various types of liquefied gas carriers/tanks, shore
facilities, cargo measurement / quantification, IGC Codes, SIGTTO, general
safety requirements, and other industry practices and organizations are among
the topics to be discussed.
INTRODUCTION TO LNG
LNG is the fastest growing segment of the petroleum/gas shipping industries. As such new projects are springing up everywhere and new and bigger LNG tankers are being ordered and built around the world. This program is for those who want a clear and concise overview of what LNG is and why it may be the fuel of the future. The course provides a concise overview of this rapidly expanding industry and the cargo it is built around. It looks at LNG from its source to ultimate use, including its transportation and storage. Among the topics discussed are the current and future LNG markets, its use, hazards, types of storage facilities, ships that carry it, as well as all related regulatory bodies and industry organizations. It also details the latest industry developments and custody transfer procedures.
LNG CARGO OPERATIONS
This program provides a complete and concise review for anyone wishing to learn more about LNG, the fastest growing segment of the maritime/gas industries. It provides the participants with the key information they need to understand the basics of LNG operations. The course looks at LNG from its source to ultimate use including its transportation and storage. Among the topics discussed are the markets and use of LNG, its hazards, regulatory bodies/publications, design and operations of storage facilities, types of ships, tanks and equipment, transportation, cargo operations, safety requirements and the latest industry developments. In addition, LNG measurement and the custody transfer process are fully detailed.
LIQUEFIED GAS CARGO
OPERATIONS
Details the characteristics
and specific hazards of refrigerated and/or pressurized cargoes commonly carried
on board ships and barges, such as LPG/LNG/Ammonia/VCM/Chemical Gases. Cargo
loading, discharging, changing cargoes, vessel vetting, chartering, the various
types of gas carriers, tanks, and shore facilities are discussed as are cargo
measurement/ quantification, IGC Codes, SIGTTO safety/operational requirements,
GIIGNL and other general/specific industry safety requirements, practices and
organizations. The course provides a practical background for those just
getting into the gas trade or who want to brush up on the latest trends and
technologies in this rapidly growing segment of the maritime/petroleum
industries.
TERMINAL OPERATIONS AND OPERATIONAL AUDITS
Details the key elements of operational requirements of a busy integrated marine petroleum terminal. Discusses the related regulatory requirements and the best business/operational practices in use by the industry today. The program details where losses are most likely to occur and how to minimize exposure to them. It also shows participants how to audit their own facilities, and to evaluate them for operational and regulatory shortcomings.
REFINERY-TERMINAL LOSS CONTROL METHODS AND SYSTEM EXPECTANCIES
Details the main types of automatic static and dynamic custody transfer measurement systems in use in the industry today. Discusses the design, operation, accuracy of each and details how to select the best system. The session fully details where losses are most likely to occur at refineries and/or oil terminals and how to minimize them. It also shows participants how to audit their own facilities, evaluate the measurement accuracies that can be expected under the existing conditions and how to possibly improve them. This course is for those with a full understanding of the general concepts of loss control who want to look at specific ways to control losses.
TANK CLEANING, TANK INSPECTION AND SUITABILITY
This course covers the topics of cleaning and inspecting tanks and determining if they are suitable to hold your cargoes. It is designed for the loss control specialist, cargo surveyor, operations and non-operations and administrative personnel.

ABOUT THE SPEAKER . . .
BRUCE W. ABUGEL
Bringing with him to the courses more than 35 years of related ship and
shore experience, Mr. Abugel is a recognized industry expert in the areas of
marine operations, charter parties laytime, demurrage, contract negotiations,
petroleum loss control, claims and recovery, custody transfer, and terminal
operating procedures. He began his career as a ship's officer in the U. S.
Merchant Marine/Navy, then came ashore as an assistant principal and instructor
with Seaman's Church Institute, after which he held various
operations/management positions while in the marine operations and chartering
departments with Amoco International Oil Company. As port captain with Amoco,
he was assigned to numerous special projects around the world, including the
evaluation of port facilities and company operations and taking an active role
in Amoco's attempt to salvage the cargo off of the AMOCO CADIZ in France. He
was also assigned the task of evaluating Amocos oil transportation losses and
played a key role in the development of their successful oil loss control
program. After Amoco, he was made vice president of a major petroleum
inspection company.
Mr. Abugel currently is president of the marine/petroleum consulting firm he founded in 1980. He is personally very active in the industry areas related to marine operations, safety, chartering, cargo inspection and the development of industry standards. He serves as expert witness, prime consultant and/or mediator on cases relative to cargo, vessel operations, contract evaluation, charter parties, demurrage, environmental matters, and other related subjects. He is currently chairman of APIs working group writing the standards for Measurement of Refrigerated and Pressurized Cargoes On Board Gas Carriers and Barges (Manual of Petroleum Measurement Standards [MPMS] Chpt. 17.10) and is the Convenor of ISO TC 28/SC 5/WG 5 writing the LNG measurement standards. He has chaired other work groups, including those that wrote API's MPMS Chpts. 17.1, 17.2, and has worked on similar groups within OCIMF, IP, and ISO. He has also authored numerous operational, safety, oil loss control and training manuals for industry clients.
Mr. Abugel holds an MBA (International Business) from the University of Miami and a B.S. degree (Meteorology & Oceanography) from the State University of New York Maritime College.
